In July 2014, John Carlin, then assistant attorney general for national security for the United States Department of Justice, stated that terrorists as well as unnamed nation-states “…have the capability now to cause significant damage,” through the use of cyberterrorism. Nearly a year later the Partnership for Public Service and US government think tank Booz Allen Hamilton released a report which bemoaned a “…nationwide shortage of highly qualified cybersecurity specialists, with the federal government falling behind… Our nation is at risk as the number and sophistication of cyberattacks continue to grow.”
